The differences between CKD and Together threaten to prevent the Parliament from being able to carry out a proposed resolution in favor of the amnesty in the votes this Friday that will put the culmination of the general policy debate. If approved, it would not be the first time that the Catalan Chamber has ruled on this issue, but the fact of doing so at the gates of the decisive phase of the negotiation of the independence movement with the PSOE for the investiture of Pedro Sanchezand when There are only two months left to avoid a repeat electionmakes it more important than ever.
However, despite the importance of the context, the pro-independence parties have not been able to present a joint text on the issue. ERC, Junts, the CUP and also the Common, have presented texts separately and each one has its nuances, so at this point it is not clear that any of them will succeed. Although they have until five in the afternoon to reach an agreement – negotiating some of the texts -, Junts and ERC maintain opposing positions.
What are the differences?
For Junts, the main obstacle is the references to the Government that the Republicans’ text makes. Specifically, the document registered by ERC “urges the Government to take all appropriate steps” so that the amnesty law move forward, and also leaves the negotiations for a future in the hands of the executive referendum.
The parliamentary group led by Albert Batet considers that it must be the parties who lead the negotiations with the PSOE and not the Government of the Generalitat – in a minority since its departure from the Executive Council -, which is why they threaten not to support the proposal of their former partners.
Eaquerra has the same doubts about the resolution that has been presented Together. The party draft of the ‘expresident’ Carles Puigdemont establishes that the amnesty must entail the “complete and effective abandonment of judicial proceedings against the independence movement and the independentistas.” Republican sources defend that it is too broad and imprecise literalism, so they do not guarantee their support either.
The role of the CUP and the Comuns
On the other hand, the texts presented by the CUP and the Comuns are also on the table, although it is not clear that they can be a meeting point for ERC and Junts.
The ‘cupaires’ demand to recover the amnesty law proposal that the three pro-independence parties, together with the entities, presented in Congress in 2021. The initiative, which was not admitted for processing by Congress Boardrecognized in its preamble the right to self-determination of Catalonia and its intention, with the vote on this text, is to force republicans and post-convergents not to lower expectations.
For its part, the Comuns attribute the negotiation “to the Catalan political forces” and not to the Government, as Junts considers the Republicans should do. However, his proposal presents the amnesty as the “culmination of dejudicialization” and takes advantage of pardons and the reform of the Penal Code.
The PSC, for its part, has already announced that it will vote against all texts related to the amnesty and continues to ask “prudence, patience and discretion“in the negotiations.
